The Office of Regulatory Services is responsible for the licensing of car market operators in the A.C.T.
An individual or corporation may apply for a car market operator licence by completing an Application for Car Market Operator Licence and paying the prescribed fee.

Where a licence is issued the prescribed fee is calculated on a pro rata basis from the date of issue of the licence to the expiry date, being 30 November each year. Upon expiry the full annual fee applies where the licence is to be renewed.
As part of the application process you will need to obtain a certificate from the ACT Planning and Land Authority (ACTPLA) dated no older than 3 months prior to applying. The certificate must state whether ACTPLA considers the carrying on of business at the premises under the licence would not comply with a provision of the lease of the land where the premises are located, or the Territory plan.
Notification of your intention to apply for a car market operator licence must be advertised in a daily newspaper circulated within the A.C.T. Applications must be lodged within 7 days of the advertisement being published. The full name of the individual applicant, or in the case of a corporation the full names of each executive officer, must appear in the advertisment along with each of their residential addresses.

All car market operator licences expire on 30 November each year. The Commissioner for Fair Trading will send you a renewal notice at least 1 month prior to expiry. If you intend on applying for the renewal of your car market operator licence you must complete all requirements within the renewal notice and pay the prescribed fee.
